unicode: minor updates to ipa character lists

- Use qp/db digraphs for labiodental plosives, instead of using the
  standard but boring dental marks.
- Put near-centralized vowels at table edges, instead of in incorrect
  roundedness positions.
- Addendum for official coarticulated sounds.
