require Test::YAML::Meta 0.10 for correct testing

Versions upto the current 0.09 do not parse repository resource url
correctly (Unknown protocol used in URL (git://)).  This will most
likely be fixed in the next version.

Addendum: confirmed by BARBIE 2008-06-02 10:34:18 GMT:
